I know this isn't exactly what they've planned out, but here is my pitch: even without insurance, you'll always be able to get your things back for a price. In a fleshed-out galaxy, it will take a bit of time and effort to get where you were previously. Regeneration services would only be offered at select few major systemwide regional medical centers, and only if the player has signed up for their services. So you may not be close to where you died. The regeneration clinic notifies you of which ship and personal item insurance facilities processed your claims. It would then be on the player to reach those destinations via other players or by using interplanetary transit.

You can always get your things back, but you may end up a star wanderer for a while. I'm sure premium plans could have these things delivered closer (or even directly) to your regen provider. You may temporarily trade the compression suit and cockpit HUD for sweatpants and an economy-class window seat.
