Jacob's issue is that he actually had his own tie-in game that came out before ME2. Bioware assumed anyone who was interested played that game and therefore knows his backstory already, so they didn't see the need to have Jacob talk about his past missions.

The problem is that the game in question was a very early and very basic iOS game called Mass Effect Galaxy that has long since been delisted, so most modern ME fans don't even realize it ever existed.

They're timelines that went so far off the rails that reality itself wiped them from existence, and that gives them a lot more freedom for weird off-the-wall stuff like sentient soccer-playing dinosaurs armed with machine guns.
