They're fully doing two jobs.

Teaching one class is one job whether you have 1 teacher, 12 teachers, or 3 dogs in a trenchcoat.

That's two people. Working hours.

If you have 12 teachers doing that, you need to pay, 12 times.

No, you use commas for both of them, where using them before "or" and "and" is optional, search up the Oxford comma.
