Without knowing this guy. But in my country it has shown that not the brightest guys were (and are) in charge with respect to the (cov) vaccine scam. This unfortunately explains (parts of) the severe breach of ethics and possibly criminal behavior without any jurisdictive actions. My opinion

I think a lot of them pretend to be dumber than they are but they actually know what they're doing ($$$).
