I haven't checked on wow in several months- I know you can choose to stay on a classic realm, but will this be a character copy, or a transfer? Will I be able to keep my rogue on a classic realm, and also have him on a TBC realm to continue?

It will be a copy. During the extended maintenance going on right now, they are duplicating the servers and everyone's characters. So there will be a version of your rogue on the TBC servers, and a version on the new Classic Era servers. You can pick either version of your rogue you want to play for free, but once you login to one version, the other version will become "locked" until you pay 15$ to unlock it.
