This is literally it. He's just doing what Putin is telling him to do. The point is to destroy the United States, all of it.

I don't know this for sure, but my gut tells me that he's merely a Russian asset, not actually a Russian agent. That is, they've cultivated someone who will generally do the sorts of things that they'd like the President of the US to do, but he's not actually on their payroll and following orders from Moscow. Destructive and evil either way, of course.
