I think he was speaking to the person in charge of the chamber at that moment, who they refer to as president. It wasn’t actually speaking to the POTUS. It’s just decorum in the senate chamber

The person presiding over the senate at that moment is always referred to as mr/madam president

sounds like he and Harris both know more than they let on, perhaps he and Harris are both aware of the fact Trump probably cheated
