In 1918 during the early days of the Russian Civil War, the region of Transcaspia (Today's Turkmenistan and parts of Kazakhstan) fell under control of the Bolsheviks, based in Ashgabat, the local turkmen population, who at this point had begun to arm themselves, due to the anarchy in the countryside and such, the soviets didnt like that, they tried to disarm the turkmen, most of them didnt want to, so they sent in the Cheka (Secret Police) and Red Guards (Militias) against them, many massacres were commited in cities and the countryside against the turkmen, the situation was getting out of control and when the Menshevik and SR members of the Ashgabat Soviet protested the "extreme" polices of the Bolsheviks, they straight up dissolved the Soviet and declared Martial Law, and the Cheka assumed almost full control (And the Menshevik and SR members who protested were shot for treason), hearing this, many local turkmen and russian railway workers took up arms and marched directly into the Ashgabat Soviet, (Which was now the seat of the Cheka) and took over the place and shot all the members of the Cheka there, including the Commander, basically ending the Government, during the next couple of days the Mensheviks and SRs formed a coalition government with the local turkmen called the Transcaspian Provisional Government, and alligned themselves with the White Movement in the Civil War.
