You could try. Your friend would start by contacting attorneys to see if anyone was interested in taking this on. The chances of that are slim to none.

What do your bylaws say about excuses for events?

If they insist, you can certainly bring this up to your regional leadership or nationals. Many policies on missing events and excuses for fines were changed after COVID.

A purpose, sure. That purpose could be they wanted extra leg room and and complimentary alcohol. It’s not a given it’s for a disability, especially with the little information given.

You can file a complaint with your state medical board about the discriminatory conduct. You can speak to an attorney in your area too, if you'd like, and see what their opinion would be for potential paths forward. You should not sign anything you haven't reviewed with an attorney.
