CAD Linear Hole Pattern Automation (Instances & Spacing)

Aside from automating the instances and spacing, I have all other parts of the pattern figured out. For context, the component is a flat bar with thru holes equally spaced from each other. The length of the flat is dependent upon a global variable (just a width dimension inputted by the user) from the assembly its used in. As this length changes, I want the hole instances and spacing to automatically calculate and update, while keeping the hole spacing between 2.75 and 3.25. The hole on each end of the flat must stay .42" (on-center) from the edge (I already have this easy part figured out). I also already have a line attached to two planes that represent the first and last hole of the pattern. I have tried so many things in global variables/equations and the design table. After countless failed functions, circular references and syntax errors, I'm at my wits' end. Any advice will be appreciated. If more context is needed or you want to know the specifics of what I've tried so far, let me know.
