These are commercial agreements. Someone keeping a plant for a personal garden isn't the same as a corporate farm growing these for commercial sale. Enforcement isn't worth pursuing unless they use these restricted plants for breeding and commercial use.

The farmers would have recieved the initial seed potatoes under a license agreement which specifies they can't be propagated. They would not have access to these plants were it not for the licensing agreement. This is how companies protect their investment into these Patented Varieties.

Use the proper amount to begin with. A balanced feed with EC between 1.8 and 2.4 is going to be safer than 1/4 recommeded. Based on the growth, I'm curious how dry your media is and seeing this comment, I'm suspecting some under feeding. The new growth node at the base of the petiole is not healthy new growth.
