I had a massive abscess that needed to be cut, drained, cleaned, and I've been going for "wound care" (i.e. cleaning, medicating, rebandaging) for just about the last two months, and all of it has been taken care of by 皮膚科. They're quite common, but I've never encountered anyone that actually uses them to wash their hands. Some people will leave a bar of soap, but it's mostly for smells. A lot more people will have something you can put under that little faucet but over the hole, and as the water flows over it, a little (perfumed or deodorant) liquid is wicked out into the tank.
