Had these darker patches of skin form. It looks like excema or something since it is dark. One on my chest and one above my groin. It seems dry and has been there a little while. I tried lotion but I’m not sure if this is indicative of something being wrong or is benign. Would appreciate if anyone has seen anything similar

This is my 1999 Kinetic Moped I bought off my grandpa. We unboxed it together recently and it has 1.3 miles on it. Basically completely brand new. I’m curious what something like this might be worth considering it’s almost 30 years old and it’s never really been driven other than the short miles I put on it.
