Goods are being imported, whether they're being bought or a service is being provided is irrelevant. It's the import of the goods that's tariffed. It's not a scam from PSA they've closed accepting cards for grading from outside of the US.

I spent years studying it, accrued a nice student loan debt doing so and... just wanted to actually inform OP. I would recommend always being critical of the information that circulates online. It's easy for misinformation or at least in this case wrongly attributed blame, to become common belief.

It's fairly unlikely that the cat is the cause. Mostly because you'll not see the birds. That said if you're seeing a significant number of dead birds on your property DO NOT HANDLE THEM but do contact your local authority. A significant number of deceased birds suggests either a large scale poisoning or something causing harm in the environment OR it suggests disease. Unless you live on say... an island with ground nesting/dwelling endangered birds or an endangered species of small animal the cat won't really be any threat, especially not a domestic cat. Most harm is done by feral cats (which this isn't) and in studies most prey taken by cats (both feral and domestic owned cats) is prey that isn't compatible with life, so we're talking birds that are sick and won't survive. Lots of people feel very strongly that cats shouldn't be outdoors but there is no scientific evidence that they actually harm bird populations outside of very specific environments.

It varies. There are laws about anaesthesia use that vary place to place. Gas anaesthetic (I think) tends to be kinder but it poses risks to people so for safety they can't have you be there around it. Then if you remove the rat from anaesthesia there's a chance they'll wake up so you have to be quick in administering the euthanasia drugs. So... some places won't allow you to be there for the event in the interests of the animal. They don't want to risk the poor thing waking up mid euthanasia and I don't begrudge them that.

Depends. If grading it'll drop to a 6 from the crease. If not grading have a look at value for HP I'd say. It seems rough but people REALLY dont like creases

Share the scans. It's likely the card has dents or creases that photos aren't showing well. That'll usually auto drop the grade to a 6.
