We stayed at the hotel, so I don't have any experience how non hotel guests could be able to access the reef. There is a pier all the way to the left, next to that there is only desert. I would not recommend swimming to the pier from there, although I am not 100% sure since we didn't have to.

We loved the house reef at Makadi Spa. That one is adult only but there are 3 right next to it that you could go to.
